Governor Gavin Newsom issued executive order N-9-26, giving the Government Operations Agency until 16 November 2026 to recommend whether California law should require a kill switch for frontier models, whether the largest developers should have to embed independent verification organisations onsite for periodic audits, and whether reportable safety incidents should be widened to include loss of control. Two later deadlines run to 1 May 2027 for the certification framework and 1 December 2027 for a state registry of AI auditors. The onsite auditor question is the same arrangement Anthropic entered into voluntarily with Accenture on the same day.
